Fraser's do-gooder tendency of helping everybody and anybody across the street annoy Kowalski to no end, but it delays their travels long enough that they witness a man pull a young boy out of the way of a truck. A nearby camera crew thinks it will make a wonderful piece on the six o'clock news, but the hero mysteriously disappears. Fraser manages to track down the hero for the reporter, but the man instead flees. When Kowalski catches him, he arrests him. The man is carrying a gun and multiple ID's.

The arrest doesn't last long. It turns out the hero is Bruce Spender, a Federally protected witness who engineered and participated in an armed robbery. Kevin Spender, Bruce's older brother and a Justice Department official, springs his brother from the precinct, and cautions the detectives to forget all about the incident. However, that is not to be. Bruce's face is plastered all over the six o'clock news.

Fraser and Kowalski are assigned protection detail to get Bruce out of town before his accomplices track him and down and kill him. And they try, narrowly missing Bruce on a rooftop.

Bruce ends up in an unique 'safehouse,' the location of which Fraser and Kowalski refuse to divulge to anybody as there seems to be a leak somewhere. They decide on a remote meeting place with Kevin and Welsh, but the situation goes drastically awry when it turns out that Kevin was involved with the robbery himself. To protect himself, he will even kill his younger brother.

A gun battle ensues in the woods and it seems our heroes are outnumbered by felonious Feds, but little do they know that just over the hill, Elaine's police academy class is in the mist of their graduation ceremonies!
